Best Rogue leveling build for WoW Forever (levels 1 to 20)
Level a WoW Forever Rogue as Combat with swords: Improved Sinister Strike 2/2 first because the beta is Energy-starved, Improved Eviscerate 3/3, Precision 3/3 so nothing misses, then Deflection or Puncturing Wounds to 20. Instant Poison on both weapons from 20 and Riposte in the early 20s.

Why Combat (swords) for leveling a Rogue in WoW Forever
- Five guides agree on Improved Sinister Strike first and four on Precision by 17. A cheaper builder and 3% hit are the two biggest fixes for wasted Energy.
- Improved Eviscerate is 20% in the beta, up from 15%, so a 5-point Eviscerate is your best finisher on anything that will die in one.
- Combat dominates levelling on the beta forum. Assassination catches up once poisons arrive at 20 and you can Backstab with daggers; Subtlety guides only start at 20.
- Points 18 to 20 are the only split: Puncturing Wounds helps Backstab, so with swords Deflection is the honest pick. With daggers take Puncturing Wounds.
Alternative: Assassination, with daggers or for dungeons: Malice 5, Ruthlessness 3, Improved Slice and Dice 2, then Relentless Strikes at 20. It pulls ahead once Instant Poison arrives at 20 and you can Backstab.

Levels 21 to 30: Riposte at 21 (the 11-point Combat milestone: 150% weapon damage and a 6-second disarm after a parry), Endurance 2/2 for shorter Sprint and Evasion, Dual Wield Specialization to 5/5, one filler point, then Blade Flurry at 30 as the 21st point. Flawless Execution at 15 points is a cheaper Eviscerate and replaced Restless Blades from BlizzCon.

Rogue leveling rotation in WoW Forever
- Sinister Strike to 2 combo points, Slice and Dice. On tough targets build to 5 and Eviscerate.
- Open with Ambush if you carry a dagger, or Cheap Shot from 26.
- Gouge to reset or bandage. Kick casters. Riposte after a parry from 21.
- Evasion and Sprint freely once Endurance shortens them.
- Weapons: a slow sword in the main hand and a faster weapon off-hand. Rogues can now use one-handed axes, and Hack and Slash treats axes like swords.

Gear and stats under level 20
- Weapon damage first, then hit, Agility, crit, Strength and Stamina. A slow main hand matters most.
- Hall of Thanes drops reported include Fang of Magmatus (dagger) and Durgen's Crescent Axe (one-handed axe, usable by Rogues now). Ruins of Lordaeron includes Meathook Slicer and Vileblood Scimitar. Stats are not published yet.
- Energy regenerates continuously in Forever rather than in ticks, so a cheaper Sinister Strike is worth more than it was in Classic.

Is Combat or Assassination better for leveling a Rogue in WoW Forever?
Reported Combat with swords from 10. Assassination with daggers catches up at 20 when poisons arrive, and is the better dungeon spec.
Can Rogues use axes in WoW Forever?
