Which rule set should you pick in WoW Forever?
Pick Normal, PvP or RP at launch based on how you want to play, and know that PvP is the only one with faction balancing controls confirmed. Pick Hardcore only when it arrives in winter, because it is a separate ecosystem that does not share your Legacy or collections.

There are no realms to choose
Forever is realmless. You pick a rule set, not a server. You group with players inside your rule set and your faction, and you cannot group across rule sets or factions. Faction balance works in a similar way to Season of Discovery. Blizzard said in the beta Q&A that moving a character between rule sets uses a character transfer, as in current WoW, and that battlegrounds are shared across rule sets. Only Normal and PvP are available in the beta.
Oceanic players
Forever is realmless but not regionless. Oceanic players are hosted on Australian data centres, share the US-wide auction house and can group with US players. The game picks the best data centre for a group, so a cross-ocean group may see higher ping.
Language preference
You set a language preference, and the game phases players who share a language together.
Names are first plus last, unique across your region
Characters have two-part names, a first name and a last name, and the pair is unique region-wide across every rule set. The last name is mandatory. What follows you between rule sets
Legacy progression and collections are account-wide on Normal, PvP and RP. Hardcore is the exception. Its achievements sync to your non-Hardcore characters, but nothing flows the other way.
